Western Power's infrastructure charge has stopped a major subdivision in Walpole.
Look at these current Western Power charges, per lot holder, in the south:

Ravensthorpe, small business connection fee $25,000
Ravensthorpe, new residential $10,000
Nannup, small business $16,000
Nannup, new residential $3,000
Denmark caravan park expansion service upgrade $640,000
Walpole, small business $24,500
Walpole, new residential $7,500

Costs will increase.

The Town of Bassendean is not planning to start undergrounding electricity services
until at least 2009 /2010. This explains why the charges for underground electricity
if installed by Western Power, could be more than $10,000 for each lot holder in Bassendean. See Western Power's new charge's consequences
